Zero speed monitoring in emergency stop

Dear experts

please check the following circuit diagram.As I guess ,In the circuit
a speed monitor used to sense the STOP status of PLC to activate
the Emergency stop and stop the main hardrware like motors immediately.
As I check the user program, the output is a copy of 1hz PLC's internal
clock pulse.

Our 3TK2821-1CB30 can handle control power interruptions with a duration of max. 60ms without reaction!
