I fear this is tough one. I guess nobody is able to tell you what is wrong with your network, not without detailed measurements... without the exact value of the fault... 
I think it is absolutely necessary for you to get a specialist on site, to figure out what is going on at all. Measurements on each network, especially in the event of the fault will be inescapable.
Please contact the international Customer Support to get a specialist on site, maybe your local distributor is also able to provide you special support on site, this would be much cheaper.
