softkey switch parameter

LOGOSoft Comfort v7.0.3.....LOGO 0BA7 plc...when using a softkey tied to the high rail and defaulted to ON, it defaults to OFF after I send it.  The rest of the program seems fine.  If I default softkeys to OFF, they default to OFF on PLC. 
Is there something in the new SW or PLC that disallows softkeys to be defaulted ON?  It is set up as a switch, retentivity ON, protective action OFF

Any help??

Hello,

If you set it as Momentary pushbutton it will be high for 1 cycle only,

How do you use this key?
Printscreen ?

No, set as on/off switch....had Siemens tech support recreate the problem and it's been escalated.
