I have one doubt here. If will make some change in step 7 , and then download to module, then
the connection between controller and device tear down and again it will connect. What is the correct behavior here.
In wireshark message , I am seeing, Device is sending error message:
Status: Error: "RTA error", "PNIO", "RTA_ERR_CLS_PROTOCOL", "Instance closed (RTA_ERR_ABORT)"
before the coonect packte came from Controller to device.
Appreciate any thoght here. Please have a look in screen shot of sniffer packet.

I can say that there is no much info to detect some problem. First of all describe your network layout. Furthermore, have you installed SImatic.NET ? If so, it has integrated diagnostic capabilities.
