I not have EC31. But i know: EC31 use Intel PC-compatible motherboard. EC31 has 2 ethernet controllers: Profinet, CP1604 compatible, and "office" ethernet controller. OS EC31 - Winows  XP embedded, and soft You must write on C/C++, or delphi, or visual studio. If you want use Siemens FB, then You should use with EC31  WinAC RTX.
