Unable to copy OB2 and OB3

Whenever I want to download OB1, OB2 and OB3 to Siemens S7-400 414-2XJ00-0AB0, only OB1 proceeds, while OB2 and OB3 gets stuck with the following message: "(D20C) OB cannot be copied as the associated priority class does not exist)". I've absolutely no idea what's wrong here, could you help me out? Thanks.

I have them offline in my project under Blocks, now I'd like to transfer them to S7-400.

What are the symbolic names of those OBs?

OB1 is CYCL_EXC, while OB2 and OB3 symbolic names are empty.

For what do you want to use them? Most probably you should change their number to corresponding OBs according supported of CPU. Check in hardware configuration->properties of CPU.
