Hi Guys,
Hopefully someone could point me in the right direction with this before I go totally insane.

I have programmed a lighting control system for outside lights. Timers, different zones and menus for a TD display to control it etc. I am stuck on the last bit and keep going round in circles.
One of the zones of lights will use compact fluorescent lamps which I want to protect from switching off and straight back on again. I have a switched not a momentry pulse signal to switch the lights on and want to be able to have a delay of approx 2 minutes before turning them on again but not the 2 minute delay if they have already been off for that time or longer. I've tried with on/off delays, counters, latched switches and have ended up confusing my self. Hopefully someone could point out another way with a fresh set of eyes on it.
