Counter... again

In one or two previous posts I have been trying to sort out a meterage counter for a polythene production machine that can make reels of film anywhere from a few hundered metres to 31000. The line speed can be anywhere from 30 to100 metres per minute. I also need to interface to an ancient Texas PLC. This part has been easy so far, what I really, desperately need is an *** proof way for a machine operator to enter the preset metres into the counter. (Hence the reason for the wish list post.) If anyone has any suggestions or can point me at an exsisting post I would be eternally grateful.

Dear Zazu,
I think you need to clear your question:
1. Do you want to interface your "Texas PLC" to Siemens LOGO? & what is the model of LOGO?
2. Where you need to operator to enter preset values? From your "Texas PLC"? or From LOGO?
3. You want to use Encoders or Proximity switches for counter sensor?
4. What is your requirement on resolution (accuracy)?

Sorry if I didn't make things clear enough, I sometimes forget not everyone speaks the same language.
I have a working counter program (not yet installed) and have no problem getting I/O working with the Texas PLC. What I can't seem to do is find an easy, foolproof way of inputing a start value to count down from.
